The Licensing Ceremony of Shanghai Aerospace Industry Characteristic Park and Launching Ceremony of Lin-gang Special Area Aircraft Industrial Park was held at Pudong base of Assembly Manufacturing Center of Commercial Aircraft Corporation of China, Ltd. (COMAC) on October 23rd, 2020. 22 projects were intensively signed and settled in the aircraft industrial park, and the gross investment was expected to exceed 20 billion yuan. The construction of the first project in the aircraft industrial park, i.e., the "Lin-gang Special Area Aircraft Industrial Park - the Valley and the Park", was started.

Mr. He Dongfeng, Secretary of the Party Committee and Chairman of COMAC, Mr. Zhu Zhisong, Deputy Secretary General of Shanghai Municipal Government, Secretary of the Party and Work Committee of Lin-gang Special Area, Deputy Managing Director of Lin-gang Special Area Administrative Committee, and Director of Yangshan Free Trade Zone Administrative Committee, Mr. Yuan Guohua, Deputy Secretary of the Party and Work Committee of Lin-gang Special Area, and Secretary of the Party Committee and Chairman of Lingang Group, Mr. Lv Ming, Deputy Secretary of the Party Committee and President of Lingang Group, Mr. Qin Yun, Secretary of the Party Committee and Chairman of Shanghai Airport Corporation, Mr. Liu Ping, Chief Engineer of Shanghai Municipal Commission of Economy and Informatization, Mr. Shi Jian, Member of the Party Committee and Deputy Commissioner of Shanghai Customs, and Mr. Wei Yingbiao, Member of Standing Committee of the Party Committee and Vice President of COMAC, attended the ceremony.

Mr. He Dongfeng expressed gratitude to Shanghai Municipal Committee and Municipal Government for their continuous concern; to Lin-gang Special Area Administrative Committee, Pudong New Area, Shanghai Municipal Commission of Economy and Informatization, and CAAC East China Regional Administration for their guidance and help; to the joint team of Lingang Group and Shanghai Airport Corporation for their hard work; and to various cooperative partners such as China National Building Material Group Co., Ltd. for their energetical support. He pointed out that the trunk liner program had been born in Shanghai, grown up in Shanghai, and would also contribute to Shanghai. As Shanghai Aerospace Industry Characteristic Park was licensed, the first batch of enterprises settled in the aircraft industrial park were signed, and the construction of the first project in the aircraft industrial park was started, the aircraft industrial park had moved from "planning" to "implementation", marking that the initiative between Shanghai municipal government and COMAC to deepen strategic cooperation, work together to pursue a "blue sky dream", and build a world-class aviation industry cluster had entered into a new development phase.

Mr. He Dongfeng emphasized that COMAC would thoroughly implement the spirits of the major instructions made by General Secretary Xi Jinping on trunk liner career; further enrich the product series, improve the product pedigree, expand the scale of the industry, and enhance the independent ability; further exert the industrial cluster and economic driving effect of commercial aircraft; accelerate the promotion of the industrial layout of "developing in Shanghai, extending to the Yangtze River Delta, radiating throughout China and facing to the whole world" to attract more outstanding enterprises, colleges and universities, and scientific research institutions to merge into the trunk liner innovation chain and industrial chain; take product design, research, development and final assembly integration as the core; and take "the Valley and the Park" as a platform and carrier to bring innovation elements, industrial elements and manufacturing elements together in Shanghai, so as to promote the incremental, clustered and high-level development of the aviation industry in Shanghai, and make greater contributions to the economic structural transformation as well as the economic and social development of Shanghai.

At the ceremony, Mr. Zhu Zhisong announced that the construction of the "Lin-gang Special Area Aircraft Industrial Park - the Valley and the Park" project with a gross investment of more than 1.3 billion yuan was started. Mr. Liu Ping awarded licenses to "Lin-gang Special Area Aircraft Industrial Park, China Beidou Technology Innovation West Hongqiao Base, and East China UAV Base".

At the ceremony, 22 projects were intensively signed and settled in the aircraft industrial park, and the gross investment was expected to exceed 20 billion yuan. The projects signed to be settled in the park include those in the categories such as aviation R&D and manufacturing, aviation tooling and interior, aviation logistics and supply chain management services, aviation finance, and aviation cultural and creative industries. With the entry of leading projects in various industry segments, as well as the gradual construction of functional service platforms such as aviation financial leasing, assessment, comprehensive bonded zone logistics, and productive service platforms, the characterized and clustered development of Lin-gang Special Area Aircraft Industrial Park was accelerated.

The aircraft industrial park is an important platform to gather trunk liner innovation elements and industrial elements, an important carrier to connect the trunk liner innovation chain and industrial chain, and also an important attempt to systematically plan and coordinate the promotion of the national commercial aircraft industry system. As one of the 26 characteristic industrial parks in Shanghai, the aircraft industrial park takes the area on the south of Pudong Airport in Lin-gang Special Area as its core bearing area, and has a planned area of 24.7 square kilometers, among which 7.86 square kilometers belongs to the only special comprehensive bonded zone in the country - Yangshan Free Trade Zone. The aircraft industrial park will provide all-round support for the establishment and improvement of China commercial aircraft industry system, and is expected to reach an industrial scale of 100 billion yuan by 2035. The "Lin-gang Special Area Aircraft Industrial Park - the Valley and the Park" project started to be constructed at this time is the first project in the aircraft industrial park, which has a total construction area of more than 120,000 square meters, and is expected to be completed in batches from 2022 to 2023. Aviation research and development offices as well as professional factory buildings and properties will be formed to meet the needs of aviation industry users. "The Valley and the Park" project will be built into a regional landmark and a leading model for high-quality properties in the aircraft industrial park, establish a vane for high-end industrial clusters, and become the core and source for the high-quality development of the aviation industry in Lin-gang Special Area.

A total of more than 280 people including officers of relevant departments of Shanghai Municipal Government, Pudong New Area, Lin-gang Special Area, Qingpu District, Jinshan District, Yangshan Customs, Zhuqiao Town, CAAC East China Regional Administration, and Shanghai Aircraft Airworthiness Certification Center, as well as representatives of organizers, contracted project units, planning, design and engineering construction units, invited guests in aviation field, news media and other sectors participated in the ceremony.
