China Regional Aviation Development Forum 2018 held in Harbin

On the occasion of the second anniversary of commercial operation of ARJ21 aircraft and the number of passengers carried exceeding 100,000, Commercial Aircraft Corporation of China, Ltd. (COMAC) and Chengdu Airlines jointly held China Regional Aviation Development Forum 2018 in Harbin, Heilongjiang on June 28th, 2018. Mr. Nie Yunling, Vice Governor of Heilongjiang Province, and Mr. Zhao Yuerang, President of COMAC, attended the forum and made speeches. Mr. Shen Zhulin, Deputy Director of Department of High-Tech Industry of National Development and Reform Commission (NDRC), and Mr. Cheng Fubo, Vice President of COMAC, attended the forum. Relevant government leaders, airport principals, experts from universities and colleges, and representatives from 19 airlines gathered together and talked about the future development of regional aviation in China.

In his speech, Mr. Nie Yunling introduced the economic and social development as well as the regional aviation development of Heilongjiang province. He expressed that in recent years, Heilongjiang province and COMAC had worked together to jointly promote the market development of ARJ21 aircraft in Heilongjiang province and even in northeast China, and had achieved remarkable results; and there had been a huge potential for the development of civil aviation in Heilongjiang province. He hoped that COMAC and various airlines could work together with Heilongjiang provincial government to jointly promote the integrated development of civil aviation and tourism, enhance the quality of civil aviation services,establish a regular communication mechanism, and explore a replicable and propagable way for the development of regional aviation.

Mr. Zhao Yuerang expressed that China's air transport market had developed rapidly and there had been a huge potential for the development of regional aviation; the cadres and workers of COMAC would be guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, uphold the trunk liner spirit of "Four Long-Terms", stay true to the mission, remember the mission, forge ahead, steadfastly advance the research and development of ARJ21, C919 and CR929, and make unremitting efforts to realize the China Dream and the Trunk Liner Dream.

At the forum, the participants exchanged ideas on the design optimization and demonstration operation of ARJ21 aircraft, the development of regional aviation market, the integrated development of tourism and aviation, etc. Mr. Chen Yong, Chief Designer of ARJ21 Aircraft, introduced the progress of continuous design optimization of ARJ21 aircraft and the optimization plan for the next phase in his speech themed with Creating Value for Customers - ARJ21 Aircraft Operating Experience Sharing. "Market determines technology, and technology determines product. A good aircraft is like an evergreen tree. Only by continuously understanding and developing market demands, and constantly optimizing and improving performance, can it be favored by the market for a long time." said Mr. Chen Yong. He also expressed that ARJ21 aircraft design optimization team would always take safety and reliability as the working standard, focus on the needs of customers such as airlines, and strive to create a quality civil aircraft that is easy to manufacture, easy to maintain, easy to operate, low-cost and competitive.

Mr. Zhang Fang, Vice President of Chengdu Airlines and Pilot in Command of ARJ21 Aircraft in Commercial Maiden Trip, shared the experience of Chengdu Airlines in operating ARJ21 aircraft. "Just two years ago, I flew the first commercial flight of ARJ21 aircraft with a registration number of B-6679. I still remember that when the aircraft took off from Chengdu on that day, there was lightning accompanied by peals of thunder at Shanghai Hongqiao airport and Pudong airport, and the weather condition is really bad, but when the aircraft arrived at Hongqiao, the clouds dispersed and the rain stopped, so we successfully completed the maiden trip." said Mr. Zhang Fang when recalling the maiden trip of ARJ21. Since the maiden trip of ARJ21 aircraft two years ago, Chengdu Airlines has brought five ARJ21 aircraft into service. The number of navigable cities has been increased to 15, the flight dispatch reliability has been as high as 97.19%, and more than 100,000 passengers have been carried. Mr. Zhang Fang emphasized that Chengdu Airlines would continue to spare no efforts in the demonstration operation of ARJ21 aircraft and act as a pathfinder for the operation of China-made civil aircraft.

Xiyouyuan Airlines Co., Ltd. is a newly established airline under China International Travel Service (CITS). Mr. Mao Shiming, President of Xiyouyuan Airlines, introduced the development of domestic tourism market in his speech themed with ARJ21 Helps Development of China's Tourism Aviation Industry. He pointed out: "The long-range design of ARJ21 aircraft is crucial to the planning of domestic tourism routes and tourism aviation along the 'Belt and Road'. ARJ21 aircraft has excellent plateau and high plateau performance, good comfort, and economical efficiency beyond rival aircraft, which basically meets our performance requirements".

China Express Airlines Co., Ltd. (China Express) is dedicated in regional aviation market and is the "first stock" of domestic regional aviation. At the forum, Mr. Fan Qingsong, Strategic Executive President of China Express, shared the experience of combining trunk and regional lines, upgrading connecting flight, and constructing general aviation network in combination with the rich cases of regional aviation operation. He believed that the combination of trunk and regional lines was an inevitable way to develop regional aviation, and connecting flight between different airlines was an important basis for the combination of trunk and regional lines; developing regional aviation network was an important guarantee for regional tourism, a basis for realizing a tour with shorter time in travel and longer time in visit, and another way for the development of regional aviation.

Mr. Hou Dongyu, Leader of Flight Teaching and Research Group of China Eastern Yunnan Airlines, discussed the wingmanship of flying in plateau and special routes and made some proposals for aircraft energy management and quantitative derivation from a technical perspective and in combination with his flying experience and research results in plateau and special routes. He expressed that the main manufacturer of civil aircraft should take full account of the operation demand of plateau and special airports and the operation reality of regional aviation market in the process of design and manufacturing.

Mr. Li Xiaoqun, Associate Professor of Civil Aviation Management Institute of China, expressed his opinions on the background of supply-side reform, the development status of regional aviation in China, the existing development bottlenecks, the focus of supply-side reform and development, etc. in his speech themed with Supply-Side Reform of Regional Aviation. With respect to the supply-side reform of regional aviation, Mr. Li Xiaoqun put forward three suggestions: the first is to change the thinking and manage trunk lines and regional lines by categories; the second is to focus on the future and realize the innovation of regional aviation aircraft types and industrial organization mode; and the third is that all parties should work together to improve policies and focus on optimizing the development environment of regional aviation.

Mr. Yang Yang, Director of Marketing Department of COMAC, made a speech themed with Exploration of China's Regional Aviation Development. He believed that China's economy and civil aviation passenger traffic had grown faster than the global average in the past two decades; the difference in trips per-capita of people by aircraft indicated that there was a vast space for future development; and it was estimated that the fleet size of turbofan regional jet would reach 415 by 2026. He expressed that COMAC would continue to optimize its products and strive to bring benefits to its customers; and would work together with each party to actively explore the policy guidance, airline network, business mode and transport capacity provision of regional aviation and lay a solid foundation for building China into a leader in aviation.

In the afternoon, the participants were divided into a market & policy group and an operation, maintenance & service experience group for discussion; they made proposals, shared experience and talked about actions centering on the operation mode of regional aviation, the market demand of modifying regional aircraft into cargo aircraft, the impact of new policies on future regional aviation, the factors restricting the development of China's regional aviation industry and solutions thereof, etc.
